DECLARATION OF KENNETH D. LONG

10 April 1991


1. I am a paralegal and executive in the Legal Division of the Church of Scientology of California.

2. In 1989, I caused a search to be made of Church records concerning Steven Fishman, in light of Mr. Fishman's indictments in California and Florida.

3. As a result of my search, I determined that Mr. Fishman's first membership in a Scientology churchale Mission. During his membership at the Mission, he took three entry-level Scientology courses. Fishman was not permitted to participate in core Scientology religious practices of auditing and higher-level training, because he was considered to be psychotic and unstable. He did purchase a full library of Scientology books and tapes. His involvement with the Mission ended in 1987.

4. In 1987 and 1988, Fishman also purchased books and tapes from Miami Church. He took no courses and received no auditing on Miami.

5. Fishman was never a staff member of nor had management experience with the Fort Lauderdale Mission, the Miami Church, or any other Scientology Church, Mission or related organization. He had no involvement with Citizens Commission on Human Rights.
