Newport Beach city officials have cited the rehab home Narconon for allegedly transporting outside clients to receive treatments at the program’s West Oceanfront triplex. Code enforcement officers say Narconon let non-residents use its steam baths at the 1810 W. Oceanfront site, said Assistant City Manager Dave Kiff.
