Clearwater city commissioners Thursday quietly put their final stamp of approval on a controversial ordinance regulating fundraising efforts by non-profit organizations. The commission's 4-1 vote made what once was an emergency ordinance a standard law and extended the city's battle with the Church of Scientology one more step. Only Commissioner James Berfield voted against the measure, without comment. The law began life as a temporary measure passed March 15, two weeks before U.S. District Court Judge Elizabeth Kovachevich ruled against the ...

CLEARWATER — The City Commission moved Thursday night to extend the life of an emergency ordinance aimed at the Church of Scientology. It is the same ordinance that a federal court order is preventing the city from enforcing while the ordinance's constitutionality is being challenged by the church. The ordinance, which regulates the way nonprofit groups raise money, was passed March 15. Because of its emergency status, it is scheduled to expire in June, 90 days after it was passed. The ...

CLEARWATER — A poker-faced doorman bows slightly at the entrance of the Fort Harrison and motions visitors to the lobby, where a crowd waits at the front desk and dozens of guests rush up and down the marble staircases beneath the crystal chandeliers. A larger-than-life portrait of L. Ron Hubbard, the reclusive founder of Scientology, stares down upon his followers from high on the wall. Many of them wear the sea merchant uniform that is part of their code. Most criss-cross ...

CLEARWATER — Six more witnesses denounced the Church of Scientology and its practices Friday during public hearings on the organization. For the third straight day, the critical testimony was a mixture of information concerning Scientology's Clearwater operations and church activities elsewhere. City commissioners, who are having the hearings, heard from: * Casey Kelly, 23, who joined Scientology to crusade against "war," "crime" and "insanity" but later became disenchanted with long hours and low pay as a church employee here. * Rosie ...
